Allows students without documented immigration status or holding a student/temporary visa to pay in-state tuition if they meet five requirements: resided in Mississippi continuously for at least 5 years, received a high school diploma or GED from Mississippi, are enrolled at a state institution, have filed Mississippi state income taxes, and filed an affidavit affirming they are not in removal proceedings.

Requires eligible students under this provision to file a petition for permanent residency with U.S. Citizenship and Immigration Services within 90 days of becoming eligible.

Clarifies that in-state tuition eligibility does not confer domiciliary status or establish domicile for any other purpose.

Entitles students meeting in-state tuition requirements to the same rights and benefits as other eligible students, including eligibility for state financial aid.

Effective July 1, 2015.
