Creates the Commission on Local Government Efficiency and Reform consisting of legislative committee chairs, appointed legislators, state agency directors, and citizen members, with all appointments due by August 1, 2015.

Commission shall study local government use of sales tax revenues, state aid funds, possibilities for streamlining services through interlocal agreements, consolidation of local government units, shared administrative services, and other efficiency measures.

Commission must submit a report to the Speaker of the House and Lieutenant Governor by December 15, 2016, including findings and recommendations on state transfers and legislative or constitutional changes needed to improve local government efficiency.

Commission may meet no more than 12 days between the effective date and December 15, 2016, with legislative members receiving per diem and citizen members receiving travel expenses.

Commission automatically repeals on December 15, 2016, and the act takes effect July 1, 2015.
