Prohibits state licensing boards from conditioning licensure of physicians, osteopaths, dentists, optometrists, chiropractors, advanced practice registered nurses, and physician assistants upon participation in any public or private insurance plan, public health care system, public service initiative, or emergency room coverage.

Prohibits state licensing boards from conditioning licensure of these health care providers upon compliance with "meaningful use" of electronic health records as defined in federal regulations (CFR 5 Part 170).

Amends licensing board statutes for chiropractors, dentists, nurses, optometrists, physician assistants, and physicians/osteopaths to include language prohibiting adoption of rules or requirements that conflict with the prohibitions in Section 1.

Takes effect July 1, 2015.
