Creates the Mississippi B-On-Time Student Loan Program providing no-interest loans to eligible students attending public and private institutions of higher learning in Mississippi, administered by the Board of Trustees of State Institutions of Higher Learning and Mississippi Community College Board.

Establishes eligibility requirements including state residency, enrollment in a full course load for undergraduate study, federal financial aid eligibility, and graduation from a Mississippi high school (2012-2013 or later) or equivalent credential.

Sets loan amounts based on average statewide tuition and fees at comparable institution types, with full loan forgiveness if student earns undergraduate degree with minimum 3.0 GPA within four years (or five years for extended programs) at four-year institutions, or two years at community colleges.

Requires continuous enrollment to defer loan repayment and mandates satisfactory academic progress with minimum 2.5 cumulative GPA and 75% course completion rate for continued eligibility after first year.

Establishes Mississippi B-On-Time Student Loan Fund in State Treasury funded through legislative appropriations and gifts/grants, with board authorized to charge origination fees for program operating expenses.
