• Reorganizes Mississippi's health care Certificate of Need (CON) law by moving specific provisions from Section 41-7-191 into separate new code sections (41-7-191.1 through 41-7-191.7) for better organization and clarity.

• Creates Section 41-7-191.1 containing detailed regulations for nursing facility construction and expansion, including specific county-based exceptions and Medicaid participation restrictions.

• Creates Sections 41-7-191.2 through 41-7-191.7 to separately codify regulations for psychiatric residential treatment facilities, child/adolescent psychiatric beds, long-term care hospitals, swing beds, cancer centers, intermediate care facilities, and joint ventures with Mississippi State University.

• Adds exemptions for state-owned health care facilities operated by the State Department of Mental Health for repairs and renovations needed to comply with state licensure laws, and exempts state veterans homes from CON requirements.

• Makes technical corrections to Section 41-7-173 definitions, including updating language and references to conform with the reorganized CON law structure; effective July 1, 2015.
