Establishes a special volunteer medical license for physicians who are retired from practice, currently serving on active duty in the Armed Forces, National Guard, or reserve components, or working for the Department of Veterans Affairs.

Allows eligible physicians to provide medical care to indigent and needy persons or those in medically underserved areas without paying application, examination, license, or renewal fees.

Requires physicians to have a previously unrestricted license in Mississippi or another state, no history of disciplinary action, and must provide services exclusively without compensation.

Extends the special volunteer license program to physician assistants meeting the same active duty or Veterans Affairs employment criteria and requirements as physicians.

Takes effect July 1, 2015.
