Authorizes city councils in municipalities with populations of 60,000 or more to appoint additional staff to assist with council duties, beyond the required clerk and deputy clerks.

Allows councils in municipalities with 60,000+ population to appoint their own clerical staff who report solely to the council, rather than using municipal employees or reimbursing council member expenses.

Exempts council staff from the general rule that council members must deal with municipal departments solely through the mayor.

Makes technical amendments to Section 21-8-7 for conformity with the new staffing provisions.

Effective July 1, 2015.
