Requires the Department of Human Services to provide TANF recipients ages 13-20 with information and referral to programs covering birth control, prenatal health care, abstinence education, marriage education, parenting skills, family preservation, and fatherhood; mandatory participation required.

Requires identified fathers of children born to TANF recipients ages 13-20 to participate in the same educational programs once paternity is legally established.

Establishes criteria for abstinence-focused sex education courses for TANF recipients ages 13-20, including requirements for medically accurate information, age-appropriate content, discussion of contraception failure and success rates, and prevention of sexual assault.

Directs the Division of Medicaid to provide the same information and referral services to Medicaid recipients ages 13-20 and require their participation in educational programs; identified fathers must also participate.

Prioritizes unspent TANF funds from prior fiscal years first to pay for nursing education course expenses and childcare costs for nursing students enrolled in workforce training programs; effective July 1, 2015.
