Increases the fine for littering on roads, highways, or private property from $50-$250 to a flat $500 per violation.

Removes the provision that doubled minimum and maximum fines for second or subsequent convictions.

Requires convicted persons to remove discarded waste, repair property damage, perform community service, and pay investigative and prosecutorial costs.

Imposes a $50 assessment on each violation to fund the Law Enforcement Officers Monument Fund and, after monument construction, a scholarship program for children of deceased or disabled law enforcement officers and firefighters.

Takes effect July 1, 2015.
