Increases the maximum speed limit on interstate highways from 70 miles per hour to 75 miles per hour, with the Mississippi Transportation Commission retaining discretion to set speeds up to this new maximum.

Increases the maximum speed limit on controlled access highways with four or more lanes from 70 miles per hour to 75 miles per hour.

Maintains the baseline speed limit of 65 miles per hour for general highway operations.

Preserves the authority of governmental entities operating toll roads to establish their own speed limits, capped at 80 miles per hour.

Takes effect July 1, 2015.
