Clarifies the methods for serving notice to opposing candidates before a ballot box examination can occur, requiring service within 3 days of application.

Establishes five specific service methods: personal delivery, leaving a copy at the candidate's dwelling, leaving a copy with a family member age 16 or older, email or electronic means, or registered/certified mail to the candidate's residence.

Requires posting notice on the candidate's door if service cannot be made, and requires mailing by first class mail for candidates in multi-family dwellings.

Mandates proof of service be provided to the circuit clerk within 3 days before a ballot box examination can be conducted.

Takes effect July 1, 2015.
