Prohibits school districts from hiring as a consultant any education administrator whose last full-time education job in Mississippi was with a school district designated as "F" under the state accreditation system.

The hiring prohibition lasts for two years following the administrator's last date of employment with the failing school district.

School districts must verify the employment background of any consultant being considered and cannot contract with persons who do not meet the qualifications.

Exempts persons assigned by the State Board of Education to serve as a conservator in a district under conservatorship and persons who transferred into a failing district from an A, B, or C graded district and have been there less than two years.

Takes effect July 1, 2015.
