Allows an elector who votes by affidavit ballot on election day to have that ballot serve as a written request to transfer voter registration to a new ward or precinct, without requiring a prior written request.

Requires that if an affidavit ballot cast without a previous written request is valid, the circuit clerk must transfer the voter's registration within 30 days after the election.

Mandates that before counting an affidavit ballot in the new precinct, election officials must verify the voter did not cast a ballot in their former precinct.

Brings forward Section 23-15-573 regarding affidavit ballot procedures, including requirements for written affidavits, voter information about ballot counting status, and a secure system for voters to verify if their ballots were counted.

Takes effect July 1, 2015.
