Expands Medicaid coverage to adults under 65 years of age who are not pregnant, not enrolled in Medicare, and whose income does not exceed 133% of the federal poverty level, as authorized under the Affordable Care Act

Extends Medicaid coverage to children under 19 years of age whose family income is between 133% and 200% of the federal poverty level through the Children's Health Insurance Program (CHIP)

Individuals newly eligible under the Medicaid expansion would receive benchmark or benchmark-equivalent coverage as defined in federal law

Repeals the existing Mississippi Children's Health Insurance Program Act (Sections 41-86-1 through 41-86-15), consolidating children's coverage under the expanded Medicaid program

Effective date of July 1, 2015
