Expands the Comprehensive School Health Education Program from four to six components by adding drug and alcohol education and conflict resolution to existing health education, health services, physical education, and healthful school environment components.

Requires local school boards to adopt implementation plans for incorporating the Comprehensive School Health Education Program into local school curricula (changed from optional authorization to mandatory requirement).

Mandates public school nurses provide instruction in all components of the Comprehensive School Health Education Program as part of their health education responsibilities.

Requires the Office of Healthy Schools to submit recommendations to the State Board of Education for adoption of rules and regulations related to the program (rather than adopting rules directly).

Takes effect July 1, 2015.
