State Board of Education must contract with a single entity to develop and administer a comprehensive statewide assessment program for grades 3-10, Algebra I, and English II aligned to Mississippi College and Career-Ready Standards, fully implemented by 2015-2016 school year.

Contractor must be an independent organization with at least 50 years of experience administering nationally recognized college entrance readiness exams; prohibits contracting with entities previously involved with PARCC assessments without express legislative authorization.

Statewide assessment system shall include three components: standards-based summative assessments for grades 3-10, end-of-course assessments for Algebra I and English II, and job skills assessment leading to nationally recognized career readiness certificates.

Creates PUL Alliance Career Track Pilot Program allowing school districts to offer alternative career curriculum with dual enrollment in community colleges, where WorkKeys Testing Assessment serves as exit exam instead of statewide subject area tests for participating students.

Allows exceptional children with intellectual impairments who have Individualized Education Plans to receive standard diplomas upon meeting their IEP requirements and State Board of Education standards.
