Creates the "Eminent Domain Intrastate Pipeline Clarification Act" to establish rules for intrastate gas pipelines and gas gathering systems that use eminent domain, specifically for carbon dioxide transportation.

Designates owners and operators of intrastate gas pipelines as "common carriers" required to offer open access, nondiscriminatory services to shippers, with the State Oil and Gas Board having authority to resolve disputes over fees and service terms.

Requires gas gatherers to provide open access, nondiscriminatory gathering services and prohibits discrimination favoring their own gas or affiliates' gas.

Grants the State Oil and Gas Board exclusive jurisdiction to determine just and reasonable fees and service conditions when shippers and pipeline operators or gatherers cannot reach agreement, with decisions based on competitive market factors rather than utility rate of return basis.

Exempts pipeline and gathering system operators from public utility regulation and Mississippi Public Service Commission certificate requirements, though exemptions apply to public utilities, municipal utilities, and underground storage facilities.
