Brings forward Section 43-13-117 (Medicaid health care services coverage) and Section 43-13-145 (hospital assessments for Medicaid funding) for possible amendment by the Legislature

Continues the annual assessment on licensed Mississippi hospitals based on non-Medicare inpatient days to fund Disproportionate Share Hospital (DSH) and Medicare Upper Payment Limits (UPL) payments through fiscal year 2016

Maintains the assessment formula ranging from $74 million to $104 million depending on the state matching funds percentage for Medicaid (16% to 24% range)

Preserves existing Medicaid coverage including 30 days of inpatient hospital care annually, 12 physician visits, 5 prescriptions per month, and various other services with current limitations and reimbursement rates

Sets expiration dates of July 1, 2016 for Section 43-13-117, the hospital assessment provisions in Section 43-13-145(4), and the DSH/UPL payment provisions in Section 43-13-145(10)-(16)
