Amends Section 99-37-21 of the Mississippi Code to establish a mandatory disbursement order for earnings from offenders housed at restitution centers.

Requires court-ordered restitution to victims be paid before court-ordered costs and fines, during the offender's residency at a restitution center and continuing after discharge until fully paid.

Establishes that room, board, and personal living expenses are disbursed in the same priority as victim restitution, before costs and fines.

Court-ordered costs and fines become eligible for disbursement only after court-ordered restitution is paid in full.

Requires the Department of Corrections to issue an annual report to the House and Senate Appropriations Committees documenting uncovered room and board costs at restitution centers.
