Authorizes the Department of Finance and Administration to sell or lease state-owned property in Jackson known as "Old Capitol Green" (3.457 acres) where Hal and Mal's is located.

Requires property sale price to be no less than fair market value determined by averaging two appraisals from certified Mississippi Real Estate Appraisers.

Grants existing tenants first right and option to purchase the property at fair market value under their lease terms.

Directs all proceeds from sales to be deposited into the state land acquisition fund and permits the fund to be used for purchasing additional state lands, facility repairs, and consulting costs related to land development.

Repeals this authorization on July 1, 2018, though any sale or lease agreements entered before that date remain in effect.
