Prohibits municipalities with a population over 150,000 (based on 1990 census) from charging water consumers outside but within 1 mile of corporate limits a rate higher than consumers within the municipality, unless justified to the Public Service Commission.

Requires municipalities seeking higher rates for the 1-mile zone to file a detailed written report with the Public Service Commission and Public Utilities Staff showing the rate is necessary to cover additional service costs.

Establishes a 45-day review period for the Public Utilities Staff to evaluate the municipality's rate justification and file a recommendation with the Public Service Commission.

Mandates the Public Service Commission hold a public hearing within 30 days of the staff recommendation and issue a final rate determination, with any approved rate capped at twice the rate charged within municipal limits.

Amends Sections 77-3-1 and 77-2-3 to grant the Public Service Commission authority to oversee rate determinations for municipal water systems under these provisions.
