Creates the "Mississippi Patient Protection Act of 2015" to prohibit health insurers from discriminating against qualified healthcare providers willing to meet the insurer's terms and conditions for participation.

Prohibits health insurers from imposing monetary advantages or penalties (higher copayments, reduced reimbursement, or provider promotion) that would affect beneficiaries' choices among participating providers.

Requires health insurers to establish relevant, objective standards for provider participation that account for case mix, severity of illness, and patient age, and prohibits excluding providers based on geographic location or patient populations with higher-than-average claims.

Grants the Commissioner of Insurance enforcement authority over any willing provider laws and allows affected persons to sue for injunctive relief; applies to all health insurers, multiple employer welfare arrangements, and state health plans.

Defines covered healthcare providers to include physicians, dentists, hospitals, therapists, pharmacists, nurses, mental health centers, and 29 other categories of licensed practitioners and facilities.
