Expands the Mississippi Telephone Solicitation Act to cover text messages and telephone facsimile machine solicitations in addition to voice calls.

Requires telephone solicitors using facsimile machines to purchase a "do-not-fax" database and register with the Public Service Commission before conducting solicitations.

Restricts all telephone solicitations to 8:00 a.m. to 8:00 p.m. Central Standard Time and prohibits solicitations on Sundays or legal holidays.

Limits exemptions to only charitable organizations registered under Mississippi law and entities with established business relationships with consumers, eliminating previous exemptions for real estate agents, motor vehicle dealers, and other professionals.

Establishes civil penalties up to $5,000 per violation, with each telephone solicitation constituting a separate violation.
