Revises the percentage limitation on legislative appropriations from the State General Fund for fiscal year 2016 to 100% of the general fund revenue estimate (increased from 98%), adding 2016 to existing exceptions for fiscal years 2010, 2011, 2012, and 2015.

Directs the State Fiscal Officer to transfer $68,484,819.00 to the Capital Expense Fund during fiscal year 2015 from the General Fund ($50,010,621.00), Budget Contingency Fund ($474,198.00), and Treasurer's Office Abandoned Property Fund ($18,000,000.00).

Transfers $3,000,000.00 from the Mississippi Surplus Lines Association to the Mississippi Department of Insurance Rural Fire Truck Acquisition Fund and/or Supplemental Rural Fire Truck Fund.

Reduces appropriations for certain legislative expenses in fiscal year 2015, including House Contingent Fund (reduced by $500,000.00) and Joint Legislative Budget Committee expenses (reduced by $512,000.00).

Provides that unexpended funds appropriated from various special funds (Working Cash-Stabilization Reserve Fund, Budget Contingency Fund, Capital Expense Fund, Education Enhancement Fund, Tobacco Control Program Fund, and Health Care Expendable Fund) shall lapse back into those respective funds rather than the General Fund.
