Exempts the University of Mississippi Medical Center from certificate of need (CON) requirements for planning, designing, constructing, renovating, furnishing, and equipping clinical research units, including adding or converting beds within those units

Exempts health care facilities that sustained at least $1 million in damage from natural disasters occurring after April 15, 2014 from CON requirements for repair or rebuilding

Requires disaster-damaged facilities seeking exemption to rebuild within 1 mile of the original location (or temporary facilities within 5 miles), without increasing bed capacity or changing service levels

Limits the disaster exemption to 5 years from the date of the Governor's or President's disaster proclamation, after which construction must have begun

Maintains State Department of Health oversight for construction projects at disaster-damaged facilities undergoing repair or rebuilding
