Removes requirement for the Mississippi Employer-Assisted Housing Teacher Program to be administered jointly with the Federal National Mortgage Association (Fannie Mae), allowing sole administration by the State Department of Education.

Maintains program eligibility for licensed teachers serving in geographical areas designated by the State Board of Education as having critical teacher shortages.

Preserves maximum loan amount of $6,000 per participant, with loans converted to interest-free grants at one-third of the loan amount per year of service completed, up to three years.

Requires repayment with interest at the Stafford Loan rate for teachers who do not complete three years of service in shortage areas, plus attorney fees if collection is necessary.

Directs all loan repayments to be deposited in the Mississippi Critical Teacher Shortage Fund; program sunsets July 1, 2020.
