Prohibits school boards in districts with accountability rating grades of "D" or "F" from denying student transfer requests to better performing adjacent districts when parents submit a written petition.

Requires the petition to only state the request for release from the current district and identify the receiving district, with no additional components mandated.

Requires receiving school districts to verify the accountability rating of the transferring district before accepting students and must accept qualifying transfers if space is available.

Requires receiving districts to request per pupil expenditures from the transferring district for students accepted under this provision.

Makes approved student transfers permanent until high school graduation unless the student's residential address changes, and establishes this as final once approved by both school boards.
