Enters Mississippi into the Compact for Education, a multi-state interstate compact designed to foster cooperation on education policy, research, and resource sharing among participating states.

Establishes Mississippi's membership on the Education Commission of the States consisting of seven members: the Governor, Commissioner of Higher Education, State Superintendent of Public Education, and four state legislators (chairs of Senate and House Education Committees and Universities and Colleges Committees).

Grants the Commission authority to collect and analyze educational data, conduct education research, develop education financing proposals, and make policy recommendations to state and federal officials.

Establishes the Mississippi Education Council composed of the seven ECS members plus eight additional persons appointed by the Governor for three-year terms to advise on ECS recommendations and activities.

Requires the Education Commission to file copies of its bylaws and amendments with the Mississippi Secretary of State; effective July 1, 2015.
