Requires local school districts to fund new start school operations on a per-pupil basis at levels sufficient to improve performance, with the State Superintendent determining funding sufficiency.

Authorizes the State Board of Education to contract with private entities for program implementation, override local school board decisions for failing schools, and escrow state funds until corrective actions are taken.
