Increases procurement card allocation by 50% for teachers in their first three years of educational service under the Education Enhancement Fund.

Expands the definition of "teacher" to include employees of the Mississippi School of the Arts, Mississippi School for Math and Science, Mississippi School for the Blind, and Mississippi School for the Deaf for purposes of receiving procurement cards and classroom supply funds.

Requires local school districts to submit the number of eligible teachers to the State Department of Education on or before September 1 of each year to determine allocations.

Maintains existing classroom supply fund provisions that allow teachers to use procurement cards for instructional supplies, materials, equipment, and computers, with funds supplementing rather than replacing other available resources.

Takes effect July 1, 2015.
