Prohibits the State of Mississippi and all political subdivisions from adopting the United States Rio Declaration on Environment and Development and "Agenda 21" from the 1992 United Nations Conference on Environment and Development in Rio de Janeiro.

Bans the state and political subdivisions from being members of, receiving funding from, contracting services with, or providing financial or other aid to the International Council for Local Environmental Initiatives or its affiliated organizations.

Specifies prohibited affiliated organizations including Countdown 2010, Local Action for Biodiversity, European Center for Nature Conservation, the International Union for Conservation of Nature, and the President's Council on Sustainable Development.

Defines "political subdivisions" to include counties, incorporated cities, unincorporated cities, public local entities, public-private partnerships, and any other public entities of the state.

Takes effect upon passage.
