Prohibits sale, barter, delivery, or gift of caffeine products (containing more than 25% caffeine) to anyone under 18 years of age, with an affirmative defense if seller requested and examined government-issued photographic identification.

Establishes fines for violations: $50 for first offense, $75 for second offense, and $150 for subsequent offenses; requires retailers to notify employees of restrictions and obtain signed agreements from sales clerks.

Prohibits persons under 18 from purchasing caffeine products and prohibits possession or use on educational property; violations by minors result in up to 3 hours community service and records are expunged upon satisfaction of court orders.

Requires point-of-sale warning signs at least 8.5 by 11 inches stating state law prohibits sales to minors under 18; prohibits distribution of caffeine products through vending machines except in adult-only establishments and prohibits sale outside sealed manufacturer packages.

Authorizes Attorney General and local law enforcement to conduct random unannounced inspections annually and may use persons under 18 with parental consent to test compliance; requires confidentiality of minors' identities and annual reporting to Legislature by December 31; effective July 1, 2015.
