Amends Section 19-31-51, Mississippi Code of 1972, to modify notice requirements for water and sewer districts petitioning the Public Service Commission for certificates of public convenience and necessity in uncertificated areas.

Permits notice to be given by publication of a display advertisement (2 columns wide by 5 inches deep) in a newspaper of general circulation within the county or counties where the district is located, in addition to regular mail notice to property owners.

Requires written notice be sent by regular mail to property owners listed on county tax rolls and to public improvement districts and other public entities located in the area.

Notice must include instructions on how property owners and governmental entities may appear before the Public Service Commission and make objections or participate as interested parties.

Takes effect July 1, 2015.
