Creates the Mississippi Gospel Music Commission to develop a comprehensive marketing plan for gospel music and culture by January 1, 2017, for purposes of economic development and tourism.

Commission comprises representatives from state tourism, archives, arts, educational television, higher education institutions, USDA Rural Development, two state senators, two house members, and five gubernatorial appointees, plus Malaco Records representative.

Authorizes the Division of Tourism of the Mississippi Development Authority to establish a statewide "Gospel Music Trail" with structured tours of gospel music historical sites and performance venues across Mississippi.

Directs the Division of Tourism to designate sites for "Mississippi Gospel Music Trail" historical markers to be erected and maintained by the Mississippi Department of Transportation.

Commission shall submit report with comprehensive state plan and proposed legislation to the Governor and Legislature before the 2017 Regular Session convenes.
