Brings forward Section 43-13-115 of the Mississippi Code specifying 27 categories of persons eligible for Medicaid benefits, effective July 1, 2015.

Maintains eligibility for recipients of public assistance grants under Title IV-A and IV-E of the federal Social Security Act, SSI beneficiaries, pregnant women, children, and institutionalized patients meeting income and resource requirements.

Establishes coverage for qualified Medicare beneficiaries, disabled workers, women of childbearing age up to 185% of federal poverty level (limited to family planning services), and children in foster care until age 21.

Includes provisions for individuals with breast and cervical cancer, end-stage renal disease patients, cancer patients on chemotherapy, and organ transplant recipients meeting specified income limits of 135% of poverty level.

Requires the Division of Medicaid to apply for federal waivers as necessary to implement coverage categories and redetermine eligibility for all recipients not less frequently than required by federal law.
