Amends Section 37-103-25 of the Mississippi Code to clarify and expand in-state tuition eligibility for nonresident students who are U.S. veterans or entitled to veterans' educational assistance under Title 38 of the United States Code.

Redefines veteran eligibility to include persons entitled to education benefits under federal law, with administration and interpretation to comply with U.S. Department of Veterans Affairs approval requirements.

Maintains existing in-state tuition provisions for nonresident students who are evacuees of areas affected by Hurricane Katrina or Hurricane Rita, limited to the 2005-2006 school year.

Preserves Board of Trustees authority to grant institution-specific out-of-state tuition waivers and allows community/junior colleges to waive out-of-state tuition when local industries, businesses, or state agencies reimburse the full waived amount.

Takes effect upon passage.
