Authorizes peace officers appointed by presidents of state institutions of higher learning to enforce state laws within 500 feet of any property owned by the university.

Requires universities to determine that expanded enforcement authority is necessary and reasonably expected to impact the safety of students, faculty, or staff.

Permits universities to enter into interlocal agreements with other law enforcement entities to specify individual and joint duties within the peace officers' jurisdiction, subject to Board of Trustees approval.

Clarifies that universities and their employees are not liable for failure to act on events occurring outside university property boundaries.

Takes effect July 1, 2015.
