Authorizes commissioners of county soil and water conservation districts and county boards of supervisors to enter into agreements to include the district under the county's tort liability insurance policy, subject to the insurance carrier's acknowledgment and acceptance.

Allows district employees to be considered county employees solely for purposes of inclusion in county group life and health insurance, retirement benefit programs, and workers' compensation insurance programs.

Requires counties to handle payroll payment and withholding functions and provide required tax documents for district employees included in county benefit programs.

When multiple counties are involved, the counties must jointly determine which benefit program covers employees and establish contribution amounts for participating counties.

Clarifies that employee status as county employees applies only to benefit program inclusion and payroll purposes, not to other county employment matters.
