Directs the Department of Finance and Administration to establish annual goals for service-connected disabled veteran-owned small business participation in state contracts and procurements based on historical data and available capacity.

Provides a 10 percent price preference for certified service-connected disabled veteran-owned small businesses in public contracts when bids are substantially equal in quality and service but differ only in price.

Requires entities to apply to the Department of Finance and Administration for certification as a service-connected disabled veteran-owned small business, with the department maintaining a publicly available monthly listing of certified businesses.

Defines "service-connected disabled veteran-owned small business" as an entity at least 51 percent owned by a service-connected disabled veteran and meeting small business standards (fewer than 50 full-time employees and specified annual revenue limits).

Takes effect July 1, 2015, and grants the Department of Finance and Administration authority to promulgate rules and regulations for implementation.
