Requires state offenders with more than $100 in their canteen fund to make court-ordered restitution from funds above the $100 threshold before release from Department of Corrections custody.

Prohibits offenders from making transfers or transactions from their canteen fund within six weeks of their release date, except for purchases from the facility canteen.

Allows offenders to retain the first $100 of their canteen fund and any remaining balance after restitution is paid in full upon release.

Amends Section 99-37-15 to make canteen fund restitution a condition of parole, earned probation, or other forms of release for sentenced offenders.

Authorizes the Department of Corrections to operate canteen facilities and requires compliance with the restitution requirements established in the bill.
