Authorizes formation of Mississippi provider-sponsored health plans as not-for-profit corporations owned and governed by hospital or physician industry associations and licensed Mississippi hospitals or physicians participating in Medicaid.

Requires Department of Insurance to establish certification process for provider-sponsored health plans; plans must be recertified annually and cannot operate in Mississippi without department certification.

Mandates plans maintain minimum capital or surplus of $2,500,000 or 25% of total average monthly expenditures (whichever is greater) and establish adequate networks of contracted providers approved by the Division of Medicaid.

Grants provider-sponsored health plans and their owners, officers, directors, agents, representatives, and employees immunity from state and federal antitrust laws when performing functions authorized by the act and collaborating with providers.

Exempts provider-sponsored health plans from being classified as insurance companies under state law and exempts them from premium taxes.
