Creates a joint legislative task force to study opportunities for using wind and solar energy to reduce utility costs for state buildings, higher education facilities, and community/junior college facilities

Task force composed of 8 members: House Public Utilities Committee chairman, Senate Energy Committee chairman, 3 members appointed by House Speaker, and 3 members appointed by Lieutenant Governor

First meeting must be held by July 1, 2015, with task force to elect chairman and vice chairman and adopt operating rules; members receive standard expense allowances

Task force must gather information from alternative energy experts and submit recommendations for state law changes to the Legislature by December 1, 2015

House Public Utilities Committee and Senate Energy Committee shall provide staff support to the task force
