Authorizes the Executive Director of the Mississippi Department of Transportation to donate 21.40 acres (Parcel One) to the City of Natchez, subject to an easement restricting use to public recreational, educational, or compatible public purposes with the Natchez Trace Parkway.

Authorizes the Secretary of State to donate 37.09 acres (Parcel Two, "bean field property") and 29.90 acres (Parcel Three) to the City of Natchez, with Parcel Two subject to the same use restrictions as Parcel One.

Requires the City of Natchez to offer Parcel Three for sale, with proceeds distributed as follows: 33.33% to Historic Natchez Riverfront, 33.33% to National Park Service infrastructure projects in Adams County, and 33.33% to Mississippi Department of Archives and History infrastructure projects.

Prohibits any transferred property from being used as a casino gaming establishment site and declares any such agreement void, with property reverting to the State of Mississippi if the restriction is violated.

Retains all mineral rights in the transferred property for the State of Mississippi.
