Allows insurance cards to be displayed as electronic images on cellular phones or other electronic devices as an alternative to paper format when providing proof of automobile liability insurance.

Requires insurance companies to furnish policyholders with insurance cards in either paper or electronic format at the insured's choice.

Permits law enforcement officers to verify insurance by checking electronic images displayed on devices during traffic stops or roadblocks.

Makes it a misdemeanor punishable by a $500 fine and one-year driving privilege suspension to fail to have or display an insurance card, but reduces the fine to $100 if proof of insurance is shown at the hearing.

Takes effect July 1, 2015.
