Prohibits chancery clerks who earned an average net income exceeding $200,000 per year over the preceding four years from serving as county administrator in any county.

Adds monies received for service as county administrator to the income counted toward the $90,000 salary limitation for chancery clerks under Section 9-1-43.

Allows chancery clerks in counties with countywide road administration systems to serve as county administrator only if their appointment complies with the new salary limitations in subsection (2).

Brings forward Section 31-7-101 (central county purchase system) for possible amendment without making substantive changes to its current provisions.

Takes effect July 1, 2015.
