Increases excise tax on cigars, cheroots, stogies, snuff, chewing tobacco, smoking tobacco, and other tobacco products (except cigarettes) from 15% to 22.5% of manufacturer's list price.

Maintains existing excise tax on cigarettes at 3.4 cents per cigarette with a maximum length of 120 millimeters.

Cigarettes exceeding 120 millimeters in length are taxed as two or more cigarettes.

Effective date is July 1, 2015.
