Repeals the entire Mississippi Gulf Coast Region Utility Act (sections 49-17-701 through 49-17-775, Mississippi Code of 1972)

Authorizes the Public Service Commission to oversee spending of disaster funds by counties that were previously governed under the repealed Gulf Coast Region Utility Act

Amends section 11-27-81 to remove references to county utility authorities created under the Gulf Coast Region Utility Act and eliminates provisions allowing such authorities to exercise eminent domain for utility rights-of-way

Excludes House District 109 from the provisions related to water, sewer, drainage, and public utility rights-of-way acquisitions
