Establishes the Mississippi First Responder Assistance, Safety and Training (FAST) Program at the University of Mississippi Medical Center to provide health care education and services for public safety professionals.

Program directed by the Mississippi Center for Emergency Services and dedicated to providing medical care, researching, and improving the health of public safety professionals in Mississippi.

University of Mississippi Medical Center shall coordinate efforts with local and state health and public safety agencies, offices, and organizations to meet program objectives.

Allocates $950,000 in funding for program creation and implementation, contingent upon legislative appropriation as certified by the Legislative Budget Office.

Effective date is July 1, 2015.
