Increases the excise tax on cigarettes from 3.4 cents to 5.9 cents per cigarette sold in Mississippi.

Cigarettes longer than 120 millimeters are taxed as two or more cigarettes based on length.

Maintains existing 15% excise tax rate on cigars, stogies, snuff, chewing tobacco, smoking tobacco, and other tobacco products.

Reduces dealer compensation for stamps purchased after June 1, 1985, from 8% to 4% discount.

Takes effect July 1, 2015.
