Authorizes Mississippi Department of Finance and Administration to transfer without compensation state-owned property at 421 West Pascagoula Street in Jackson to the Mississippi Department of Corrections, subject to Section 29-1-1(1) requirements.

Amends Chapter 514, General Laws of 1983 to authorize the Bureau of Building, Grounds and Real Property Management to lease land in Jackson to the Mississippi Federation of Women's Clubs, Incorporated for up to 15 years with renewal option for an additional 15 years at no more than $500 per month, with allowance for in-kind payments through improvements or services.

Authorizes the Bureau of Building, Grounds and Real Property Management to release a 50-foot easement along property previously deeded to the Salvation Army in Jackson.

Authorizes the Mississippi Department of Transportation Executive Director to donate without consideration a railroad line in Holmes and Attala Counties to the North Central Mississippi Regional Railroad Authority, with the state retaining all mineral rights.

Empowers the Mississippi Transportation Commission to correct any discrepancies in legal descriptions of the transferred railroad property.
